Dara Voss

Dara Voss is the voice on comms for the night desk — the person the watcher talks to, and the person who countersigns what the watcher may open.

Her record in these files is mostly a margin presence: initials on filings, a countersignature on the Sarr application, one sentence quoted in a warrant ruling and since treated as desk law:

“Any fool can watch everything. A detective is measured by what his evidence lets him open.”
